Your predecessor, Sir David Eccles, asked the Central Advisory Council for Education (England) in March, 1956 to advise him on the education of boys and girls between the ages of 15 and 18. It will, I believe, come to be accepted as well worthy to take its place in the line of distinguished reports which have had so much influence on the development of education in England and Wales. They have dealt with a reference which raised many difficult and complicated issues with great thoroughness and they have presented their findings in a very readable and interesting report. Whatever the decisions eventually reached, I am sure that we owe a great debt of gratitude to Sir Geoffrey Crowther and his colleagues on the Council. I have arranged for its immediate publication because the Council's recommendations, which cover a wide field, are of great importance and will need to be studied very carefully not only by the Government but also by the many other interests concerned, including parents.
